EXPERIENCED WOODWORKING OR CLEANING HELP NEEDED

Our front porch has a cedar ceiling which has gotten very splotchy. (Photo attached). The ceiling has never been treated with anything. We would like to eliminate the splotchiness and perhaps add some kind of protective solution. A guy at a woodworking store didn't know but thought it might be a fungus. Could be water damage too. We are looking for someone who has solid experience and expertise with this kind of thing, and a reference or two. If interested, please briefly describe in your response what your past relevant work experience is with this kind of thing. Thank you.
