Looking for the lady who sold me the KIA OPTIMA un SEFFNER

Approximately one month ago a guy on Craigslist out of Westley Chapel sold me this 2013 Kia optima.. he sold me an open title ( unsigned).. with a lady's name from seffner... Unfortunately I was cleaning and vacuuming the car and left the car open because I thought I live in a okay area here in Tampa,I went inside to take a break, sadly to my dismay, somebody mischievously stole the title and manila folder that was in the car along with other paperwork... So I reached out to the guy who sold me the car to help me retrieve another copy of the title but has been giving me false hopes and now has been trying to extort me for $600 to reach out and going back to the lady who sold him this car that he sold me... Now I have a car that's $7,000 in my driveway and I can't do nothing with it.. I'm willing to reward anybody who can assist me in locating the previous owner who was out of seffner... The left rear chrome window trim is missing.. PLEASE HELP �.
