Dog on a chain in Ala needs a real home

I live next door to a family of six who rarely go outside, yet they have this poor puppy chained and ignored in the back yard at all times. I started feeding her through the fence, then when they moved her to a tree I'd go over on their property to untangle her and feed her. She's less than one yr old, probably 20 lbs, very energetic and totally untrained. The husband is the only one who wants her or feeds her, yet he works out of town all week. I'm cordial with them and plan on offering to buy the dog so she can be rehomed but I'm sure the guy will refuse for no good reason. I'm only renting next door temporarily, so if someone really wants this dog, I'll "liberate" her when the time is right. Email me with your offers, thank you. From the dogs appearance and behaviors, I'd say it's a sure bet she's in the Border Collie type bloodlines.
