Seeking mechanic willing to check out faulty starter

My car won’t turn over in an underground parking garage in North Rosslyn (right near the metro station) and a regular tow truck won’t fit the clearance. I’m seeking a mechanic or an experienced car enthusiast who can come assist in trying to get the car going so that I can drive it to a repair shop and/or identify the fix myself. The car is a 2009 Cadillac SRX. It’s likely a starter issue because jumping on 3 separate occasions didn’t help. When you turn the car over, there’s no noise or any engine action, but the lights come on bright and also all the interior lights/radio/AC. Looking for someone with their own tools who can tap the starter, check the starter relay, check the solenoid (maybe jump it?), and check if the battery cables/wires are loose.
