Small Dog Raincoat

I bought this on Amazon for my Jack Russell dog. But it's just a little too small for her. It's a size Medium. She is 14" around the neck, 20" around her chest and is 17" from between her shoulders to the base of her tail. The raincoat is about 3 or 4 " too short to her tail, a little too tight in the neck and the chest is also very tight. I have thrown the packaging away and can't return it. I paid $15........so make me an offer if you think it will fit your fur-baby! I'm open to offers, so somebody's baby can use this nice new raincoat.
