Found: black cat with small white patch on chest/base of neck

very sweet, trusting, affectionate, domesticated intact male cat, no chip, est. 5-6 years old, broken canine, has been hanging around our house since the summer (July at the latest), has been consistently trying to come in our house whenever the door is open, he has seemed distressed being outside during the recent inclement weather -- he has been fostered with someone who will keep him if nobody comes forward by October 18. He doesn't seem to get social cues from other cats, it's possible he may struggle cognitively -- maybe got lost and can't find his way home.
