Need Handy Man that can run a stink pipe up through roof or vent

So we have been having an issue with a bad odor that seemed to be coming from washing machine drain pipe. Only really smelled it when it gets hot outside, but upon further inspection, we opened up a panel behind where the washing machine sits and looks like the vent pipe was never finished. From what I was told this pipe goes straight to the sewer and actually should have been extended up through the roof. Lucking in this part of the mobile home the roof is not too high and there is no attic area. Please see pictures Looking to get a quote on how much this would cost and have it looking nice when finished. Texting is best for now. Thank you.
