Tool guy needed to help with antique auto bumpers

I have some old chrome bumpers for an antique car that need some brackets removed that are bolts/screws completely FROZEN solid. I have sprayed every type of penetrating stuff in them but they won't come off. If you have lots of tools and cutting stuff and haven't met a nut/bolt/screw that has beaten you then I need your help!
