Woodland, CA - During its regular meeting on Tuesday, the Yolo County Board of Education filled a vacancy on its five-member board by appointing Shelton Yip to the open seat for Trustee Area 4. After the appointment becomes final, Yip will serve until his term expires in December 2024. Yip replaces former trustee Jerry Jimenez, who resigned on July 29 after accepting an offer of employment with the Woodland Joint Unified School District. Employees of a school district within the County Board's jurisdiction are not permitted to serve per the state's Education Code. Jimenez was in his first term on the Board after being elected in November 2020. Area 4 covers portions of North Davis (east of Highway 113 and north of Covell Boulevard), most of East Davis and all of South Davis, as well as a swath of land to the east of Mace Boulevard to the south of town. Yip is a longtime Davis resident with over four decades of experience as an educator. He was employed for 27 years at Dixon Unified School District, where he served as a teacher, counselor, principal and director of programs. For 10 years, he worked at Sacramento City Unified School District as the administrator of the Special Education Local Plan Area (SELPA). For 5 years, he worked at the Napa County Office of Education, where he served as SELPA Director until he retired in 2016. Yip formerly served on the Yolo County Board of Education from 2012-2020. In November 2020, Yip declined to seek re-election to the Board. Yip is currently serving his second term on the Board of Directors for the Association of California School Administrators (ACSA). He is also a Court Appointed Special Advocate (CASA) and involved with Breaking Barriers, a statewide organization focused on mental health services for youth. At the Board meeting, Yip was the only candidate for the open seat. Upon reviewing his application, the Board of Education held an interview with Yip. He was unanimously appointed to the vacant position and administered the oath of office by President Matt Taylor. During the initial 10 days after the appointment, the Board must notify the community of the provisional appointment. The appointment will become final in 30 days unless a petition is filed with the Yolo County Superintendent of Schools requesting an election, in which case a special election will be called to fill the vacancy. The Yolo County Board of Education makes decisions regarding the Yolo County Office of Education (YCOE), including approving the annual county office budget and acting as the appeals board for student expulsions, inter-district transfers and charter school petitions. The Board also encourages the involvement of families and communities and is a vehicle for citizen access to communication about YCOE programs and services. Other members on the Board are President Matt Taylor, representing Area 1; Vice President Melissa Moreno, representing Area 2; Tico Zendejas, representing Area 3; and Carol Souza Cole, representing Area 5. Information about the vacancy on the Board of Education can be located on the Yolo County Office of Education webpage at www.ycoe.org.
