Press release from the Town of Westport: September 10, 2021 Human Services Director Elaine Daignault encourages income-eligible residents to apply for Connecticut's federally-funded Energy Assistance Program (CEAP) through Westport's Department of Human Services (DHS). Contactless applications for home heating assistance will become available starting October 1, 2021 and run through April 30, 2022. "Qualifying residents are encouraged to complete the application process early in the season to ensure that they maximize the benefits of this essential program," said Daignault. Connecticut's federally funded Energy Assistance Program (CEAP) helps low-income households pay their winter heating bills. Individuals and families qualify for CEAP based on their gross annual income and household size. For example, homes with a gross yearly income at or below 60% of the state median income ($39,027 for a family of one and $51,035 for a family of two) and liquid assets below $15K must provide all required documentation to determine eligibility. Daignault added, "Westport is fortunate to have a local Warm-Up Fund, which is made possible by the community's generosity. This fund provides another eligibility option based on area median income limits, thus offering an additional layer of support for families that are slightly over the state guidelines and may benefit from additional services through our department." Income-qualified households with previous CEAP applications on file will receive mailed application instructions in the coming weeks. After supplying the required documentation, eligibility is determined based on gross income, liquid assets, and last year's tax return.
