ANDOVER, MA — The Town Yard Selection Committee picked North Andover's Minco Development as their top choice for the project, the Andover Townsman reported. The developer plans 136 apartments on the 3-acre parcel, as well as a small dog park, a community building and more outdoor space. The committee ranked the developer first at its Sept. 2 meeting, the Andover Townsman reported.
