CLEVELAND — Dennis Kucinich conceded late on Tuesday, confirming that Justin Bibb and Kevin Kelley will face-off to be the next mayor of Cleveland. Bibb — a political newcomer — led all candidates in total votes received during the primary. During his victory speech, he credited his supporters for powering his "shocking" victory and vowed to bring meaningful change to Cleveland. Kelley, the Cleveland City Council president, will stand in Bibb's way come November.
