Here are the top stories today in Phoenix: The Phoenix City Council has earmarked $5 million to pay the utility bills of customers that were financially impacted by the pandemic. Customers who are delinquent as of September 8 can apply for the city's Deferred Payment Arrangement (DPA) Recovery Program. The program will use federal funding from the American Rescue Plan Act to pay two-thirds of the customers delinquent balance as of Sept. 8. There are several criteria that a customer must meet to qualify and they will have until September 30th to enroll in a deferred payment arrangement. (SignalsAZ)A natural gas line rupture forced evacuations at a school in North Phoenix. Crews responded after a natural gas line was reportedly struck by construction workers using an excavator in the area. About 30 children from a school near I-17 and Greenway Road have been evacuated to a safe location, and firefighters confirmed that the strip mall located north of the alley is currently vacant. (abc15)A Phoenix judge has declared a mistrial in the trial of the founders of Backpage.com. The charges of facilitating prostitution and money laundering after prosecutors included many references to unrelated charges. The prosecutors laid out the ads published on the site that contained children who they claimed to be victims of sex trafficking, and U.S. District Judge Susan Brnovich said that the cumulative effect of those references is "something that I can't overlook." (azfamily)An early-morning apartment fire in Phoenix left three injured. All three individuals jumped from the second-story window of the building and were taken to the hospital, two in serious condition. Investigators are still looking into the cause of the fire and it's origin. Two families have been left displaced. (KTAR)A Phoenix woman is speaking out after a routine oil change left her with a charred mass of metal that used to be her car. Nikki Smith is a Phoenix teacher, coach, and mother who took her vehicle to Walmart for an oil change, but noticed issues on her way home. She called the Walmart that serviced her vehicle to complain and they informed her that someone had forgotten to put the oil cap back on. They told her to bring it back, but by the time she made it back, her car had burst into flames. Now Smith is being forced to pay $400 a week to be able to get to work and back, and has reached out to Walmart's corporate offices for help with little response.
