my tree is dying in front of me- help me

Hello world, I have a beautiful tree in front of my home, and now it's dying. I truly believe it's dying because there are vines of some sort of plant embedded on the ground all around the tree on the grass. I believe these vines and now 1/4" thick pine needles everywhere on the ground are stifling the tree to death. Can someone out there help me, tell me what I can do to save my tree. I would like to dig up all the ground around it to remove all the vines suffocating the tree. Water is not properly getting to it and and it can't breath within its roots.
