Here are the top stories today in Phoenix: The 10-year-old boy who was rescued from the bottom of the Salt River on Saturday has passed away. The boy was riding in a UTV and was trapped underwater when it crashed into the river. Phoenix fire officials were able to rescue the boy, however he was taken to the hospital in extremely critical condition where he later passed. (12news, KOLD)The housing market is exploding all across the country, and there is a huge demand for affordable rental properties. The National Multifamily Housing Council and the National Apartment Association commissioned a study that estimates an additional 150,000 rental units will be needed in Phoenix by 2030 to meet demand. As demand soars, zoning laws have become a large obstacle to developers trying to keep up. Greater Phoenix is the third fastest growing metro in the nation according to the recent U.S. Census Bureau data. It's uncertain if the growth will continue if there is a lack of affordable housing. (AZ Big Media)ASU is the most innovative university in the U.S. for the seventh year in a row. The U.S. News & World Report ranked ASU above MIT, Stanford, and other notable universities based on who is making the most innovative improvements toward curriculum, faculty, students, campus life, technology, and facilities. The last year was especially challenging, but the University has been able to adapt an immersive VR-based curriculum initiative, Dreamscape Learn. (ASU News)Leaders in Phoenix are considering adding interactive digital kiosks to city sidewalks and public spaces. Downtown Phoenix, Inc. has requested the kiosks with information about downtown businesses, events, public transportation, and more. For the kiosks to be installed, it would require a change to city code restricting advertising on public sidewalks and streets. When not in use, advertisements would appear on the kiosks. Earlier this year Houston's City Council approved 8-feet-tall kiosks that provide at least a million dollars a year from the vendor, but opponents call them "unattractive clutter." (KJZZ)Former Phoenix Fire Station No. 4 hasn't been an active station for 40 years and the city announced its plan to lease the building to a small business in July. The plan to revitalize Margaret T. Hance Park started in 2014 and through that plan and community outreach, the city determined the best use of the space would be a full-service restaurant venue. The building will require repairs and renovations, but on September 1st the building was opened up to potential tenants. The building currently has structural damage, broken windows, gaps in the ceiling, lead paint, and asbestos detected.
