Need help pulling bumper out

Disabled vet could use some help pulling this bumper out enough to drive it safely, mostly it's the plastic rubbing on the wheel a little, & the passenger window only rolls up half way. Dont expect it to be perfect as it's 28yrs old just need it it get me on the road. I have a few dollars for your help & knowledge text me @ thanks
