Pell Grants for Masters Degree

Hi, are there any financial assistance grants instead of loans for students pursuing a masters? I went to ODU about 10 years ago. I was told that I would no longer qualify for pell. I would only be able to apply for loans beyond bachelors. I didn't want the debt.
