Laborer (Vehicle Servicing Worker) Purpose Under direction of the Vehicle Servicing Supervisor, the Laborer position is responsible for cleaning and servicing rail vehicles and related equipment and facilities. Description This position will be responsible for performing a variety of janitorial duties in maintaining vehicle maintenance shops, offices, revenue vehicles, and related equipment in a clean and orderly condition; performs related work as assigned. Duties and Responsibilities include, but are not limited to the following: Class specifications are intended to present a descriptive list of the range of duties performed by, and minimum requirements required of, employees in the class. SMART reserves the right to determine and amend job responsibilities. • Sweeps, mops, steams, scrapes and washes the interior and exterior,, of Diesel Multiple Units (DMUs) and locomotives as well as non-revenue service vehicles; hand wash front and back ends. • Cleans revenue vehicles by removing trash, vacuuming carpets, floors and seats, scrubbing walls, doors and windows and spotting and shampooing carpeted and upholstered areas. • Cleans and disinfects restrooms and restocks restroom supplies on revenue vehicles; • Replaces worn seat covers as required; • Inspects and cleans interior light fixtures as required. • Drain and flush waste tanks. • Performs daily visual vehicle inspection, reporting defects; checks and replaces consumables and equipment as necessary. • Conducts the movement of rail cars and train movements using hand and/or flag signals or radio, in accordance with railroad rules and regulations. • Moves maintenance vehicles around the yard to provide fueling, and related servicing to DMUs and locomotives. • Prepares required daily reports, reporting any abnormal conditions to a supervisor. • Checks quantity of and dispenses fuel and water to a variety of automotive and maintenance and service equipment. • Posts, adds and subtracts the amounts of commodities used. • Replaces accessories such as light bulbs, mirrors, and wiper. • Following specified procedures steam cleans tools or parts. • Assembles necessary cleaning equipment, materials, supplies, cleaning solutions and required protective gear. • Cleans office areas and storage room by vacuuming floors, carpets and upholstery, shampooing carpets and upholstery, emptying trash cans, dusting and washing chairs, desks, files and other surfaces and washing walls and doors. • Cleans and disinfects restroom surfaces and fixtures using detergents and chemicals; restocks restrooms with service supplies such as soap and paper goods. • Uses chemical cleaners, equipment and materials in accordance with regulatory agency guidelines and SMART safety procedures. • Performs heavy cleaning in shop areas, including service pits, truck bays and docks and floor areas, ensuring that debris and grease are removed. • In employee lunchroom areas, cleans sink, stove, refrigerator, and tables in addition to floor and wall areas. • Documents work performed. • Performs cleaning tasks. • Safely operates a variety of equipment including forklift, ground scrubber/sweeper, and upholstery cleaning equipment. • Maintains proper care and use of materials, equipment, machines and hand tools associated with the assigned job. • Performs yard set-up duties for pull out operations at the main and remote storage locations; replenishes sand. • Reports problems to appropriate supervisor. • Performs other related duties as assigned. Qualifications, Skills, Knowledge and Abilities Minimum Qualifications: • Must possess a high school diploma, GED or recognized equivalent. • One year of related work experience in a position performing janitorial and/or industrial cleaning duties or a position responsible for the cleaning, maintenance and/or servicing of a variety of vehicles. Other Qualifications: • Possession of a valid California’s drivers’ license (or ability to obtain one within 60 days of employment). • Possession of a Forklift Operator Certification or ability to obtain one within the first ninety (90) days of employment. • Satisfactory driving record as defined below: o No more than two moving violations and/or “at fault” accidents within the last 3 years; o No “at fault” in a fatal accident within the past 5 years; o No leaving the scene of an accident within the past 3 years; o No DUI’s or Reckless Driving codes within the last 7 years on the current DMV printout. • Must be able to successfully pass a pre-employment medical exam that uses the standards of the California Commercial Driver’s License. Skill in: • Working cooperatively with others in a crew. • Basic computer usage. • Using cleaning products and detergents correctly and safely. • Using hand tools and power equipment to vacuum, scrub, strip, wax, buff, shampoo and otherwise clean varied surfaces and fixtures. • Maintaining accurate basic logs and records of work performed. Knowledge of: • Basic cleaning techniques and equipment. • Safe working practices, including techniques for safely lifting and moving heavy objects. • Basic cleaning chemicals, their interactions, danger signs and safe disposal methods. • FRA, DOT and OSHA Safety regulations desirable. • General first aid and shop safety practices. Ability to: • Learn and follow established safety practices; • Learn and apply FRA 218 Blue Signal Protection Rules. • Learn and apply District policies and procedures; • Make logical decisions and sound judgments using common sense; • Perform the physical requirements of the job; • Work in a team environment fully supporting the goals and objectives of the maintenance and rail operations; • Create and maintain effective working relationships with those contacted in the performance of work duties and responsibilities; • Understand and followoral and written instructions; • Effectively communicate using portable hand held radios; • Understand and follow guidelines including Material Safety Data Sheets (MSDS) for the safe handling of toxic and/or caustic chemicals and other hazardous materials, including bloodborne pathogens ; • Operate District vehicles and equipment in a safe and effective manner; • Work in a constant state of alertness and in a safe manner; • Work irregular work hours, swing and graveyard shifts, holidays and weekends; • Understand, read and communicate (both orally and in writing) in Standard English.
