One business owner says that she doesn't think the ordinance changed prostitution much in her neighborhood, but House Bill 1540 (which made buying sex a felony in Texas) certainly did. Local police say that by their measures, the ordinance did reduce congestion, traffic violations as well as other illegal activities. Dallas police are requesting help identifying and locating the shooter. They have not yet released the identity of the victim.
