New Economics for Women manages the Canoga Park Family Source Center (FSC). The FSC is funded by the City of Los Angeles Housing + Community Investment Department (HCIDLA) through Federal, State and local funds, and serves as the City’s delivery system for anti-poverty initiatives and essential social services. The FSC is a one-stop center that provides a continuum of core services designed to financially empower poor, very-low, and low-income families to become more self-sufficient by increasing family income through the provision of asset-building programs and the preparation of low-income youth to graduate from high school and qualify for post-secondary education. SUB-CONTRACTOR BID SOLICITATION: New Economics for Women is seeking bids to subcontract with a qualified organization that is skilled and experienced in providing childcare services in the Canoga Park community and surrounding areas in the amount of $50,000. SOURCES OF FUNDS AND FUNDING REQUEST The primary funding sources for this bid are a combination of Community Development Block Grant, Community Services Block Grant, and City General Funds. ANTICIPATED TERMS OF CONTRACT: The anticipated term of the FamilySource contract is July 1, 2021 through May 31, 2022. SCOPE OF WORK: New Economics for Women’s Family Source Center in Canoga Park seeks a licensed childcare service provider. The selected provider will provide all-day, partial day and after-hours childcare services for children ages 0-5. Childcare providers should be in compliance with all California Code of Regulations Title 22, Division 12 Child Care Centers requirements — including the education, training and certification of all personnel — and be able to provide documentation of such. Deliverables: New Economics for Women is seeking to subcontract childcare providers that will be expected to serve an anticipated fifteen (15) families and their children with needed childcare services. Childcare services should include social and emotional learning, as well as educational enrichment activities consistent with the children’s developmental stage. Based on NEW’s surveyed need for childcare services, we anticipate that a minimum of fifteen (15) unduplicated clients/customers will be served during the contracted period of July 1, 2021 through May 31, 2022. The childcare provider will be expected to submit monthly invoicing and narrative reports to the Family Source Center regarding the childcare services provided and any issues of concern that arise during caregiving by the first date of every month (covering the previous month). Subcontractors will also be required to submit cash requests by the 15th day of every month. IMPORTANT DATES: Bid Release: Friday, September 10th - Friday, September 17th Bid Submission Deadline: Monday, September 20th Responses will be evaluated and a notice to proceed will be effected no later than: September 27, 2021 All bids must be received by Monday, September 20th. Bids must be signed and dated to be considered.
