garage door question

is a garage door supposed to be able to keep out mice and chipmunks? my 65yo house probably has the original garage door which let's them in through the gaps at sides of the bottom. the whole thing is really weathered and becoming decayed. I'm thinking it's time to replace it... especially if a new one would stop the critters coming in.
