Install Cement base for Davit Crane on Rock Bulkhead

I need a cement base for a Davit crane installed on a Rock Bulkhead Ideally someone with experinece doing this and knows something about anchors and some engineering to handle the physics of lifting 1500 lbs and the stresses on the cement. Furthermore how to get 60 bags of cement to the jobsite either by boat or down a slope equivelent to 165 stairs. the photos are an example of my neighbors crane and base. this is the crane we'd be installing :the 1200 lb model
