I think the reasons for that are crystal clear. - ignorance - fear and distrust arising from ignorance - fear and distrust arising from the fact that DT and his cronies spent most of the year after coronavirus appeared spreading a message and trying to get people to believe that coronavirus was not a serious threat, and that most of what was happening not a public health crisis, and instead was actually a just a vast conspiracy to undermine DT. - fear and distrust arising from the fact that DT and his cronies spent most of the last 5+ years working very hard to undermine trust in our government and civil institutions as well as our news sources - as reflected by your suggestion that the reason people are balking is because the information from the government about the vaccine isn't reliable - an idea for which there's absolutely no evidence or factual support whatsoever. And I think it's primarily that last two that are the biggest contributors. Without the last two, there would be a whole lot less of the first two, and it would be much easier to reassure people.
