There's federal dollars for landlords but tenants aren't applying for it because once they do they now are cut off from other freebie programs. fuel assistance programs cover not just heating cost but electric use as well.. You can run that up in the hundreds and even if you are current with your utility bills they will put credit on your account. There are so many programs that waste taxpayers dollars. Think about it, a welfare or Outreach worker isn't truly going to help solve the problem because if they do, they cut their own throat by putting themselves out of a job.
