Then the one of the competitors with the most votes will become the next Governor. • Voters who have lost everything including loved ones to these fires may take sobering satisfaction in two Federal Laws : Federal Disaster Relief Law and the Real Estate/ New construction Law enacted by 2012. The later law, guarantees the loans to a private entity only. • The 50 C 130 Hercules firefighting aircraft needed in civilian versions are equipped with the MAFF fire retardent system are capable of laying down a half mile of water based fire retardant in 8 seconds. • The four new ones left abandoned overseas with thousands of American citizens -taxpayer loss of US $64 million dollars has damaged the Goodwill of our aviation manufacturers. •To protect the notion of there existing such a thing as the full faith and credit of the US Treasury I have seen enough sales quotes from used Lockheed Martin dealers to inform the Voters that I believe businessmen are willing to purchase the 50 aircraft and sell them to a private developer upon a purchase order and performance contract issued by the new governor as authorized to a private developer under the later of the adoresaid Federal Laws. • In this proposal any letter of credit/intent would be extended by private business to the developer/ investment bank and contingent upon successful approval by the Treasury of the United States by February 3 2022 given the poor performance historically that California governors have had on catastrophic fire prevention • Thereinafter, any credit extended for loans made to the Private firm would be securitized against the purchase order Accounts receivable for fire services and simultaneously secured against the checking account of the State of California collateral -a Certified Deposit at the Bank of California, JP Morgan Chase, Wells Fargo, or Bank of America. I volunteer this proposal to assist the voters and so that our new Governor will have the concrete plans to forge a new deal for Californians; that is truely representative of a republican form of government as opposed to placing an avoidable tax burden on the American people and the resident voters of the golden state of California.
