HUDSON VALLEY, NY — The New York State Thruway, which was closed in Rockland County all morning Thursday, opened all lanes between exit 14 and exit 12. (New York State Police) Meanwhile, blocks still exist on I-95 and many highways in Westchester Traffic was snarled across Rockland and Westchester counties Thursday morning in the aftermath of post-tropical storm Ida. The parkways in Westchester were closed in places due to flooding, with many cars disabled and abandoned.
