HUDSON VALLEY, NY — The New York State Thruway, which was closed in Rockland County all morning Thursday, opened all lanes between exit 14 and exit 12. In the morning, New York State Police got this photo: The New York State Thruway was closed in Rockland County due to flooding from tropical storm Ida. (New York State Police) Meanwhile, blocks still exist on I-95 and many highways in Westchester Traffic was snarled across Rockland and Westchester counties Thursday morning in the aftermath of post-tropical storm Ida. The parkways in Westchester were closed in places due to flooding, with many cars disabled and abandoned.
