Minority cultures (blacks) have a custom or belief that not carrying ID will make it more difficult to be held responsible for a crime. Now it has become cultural norm so even non-criminals do it. Just like non-criminals like to wear their pant waist down below their buttocks thereby displaying their underwear. This custom began in prisons evolving culture wide.
