Stolen dog in El Sobrante

Hi all, I'm posting for my brother and SIL whose dog got our of the yard yesterday (Thursday) and was picked up by two African American women in a white four door sedan at the intersection of Manor Rd. and Hilltop facing Appian. Neighbors said they told them they would drop him at a shelter but so far haven't. Dog is a small breed min pin mix, about 15lbs. SIL has had this guy since he was a puppy going on ten years now and to say she is devastated is an understatement. He is on a special diet and meds and will get sick of gone too long without. Please, if anyone knows or sees anything your help is deeply appreciated. This dog is like her child and everyone is just sick worried right now. Hoping these women do the right thing and turn him in. He is chipped. Thank you!
