Penn Fest returns to Penn Avenue in Richfield as fun takes over the street on Sunday, September 19 from 1 to 5 pm Want to see some magic? Watch the cars disappear on Penn Avenue in Richfield as live music, dance, sports, games, food trucks, local independent restaurants, crafts, inflatables, pet zone activities, street vendors , community groups and more take over the avenue. Walk or bike the avenue to discover fun activities for all ages. Penn Avenue in Richfield will be closed from 62nd to 76th Street. Activities will be located from 63rd to 70th streets. FREE admission. Penn Central of Richfield is a grassroots neighborhood association that works to build community in Richfield, Minnesota. The group strives to strengthen both residential and business interests. The group is a unique hybrid composed of both resident and business members. The City of Richfield Recreation Department works to provide recreational opportunities for the community.
