Here are the top stories today in Houston: Yesterday was the first day of the fee hike for water and wastewater usage passed by Houston city leaders in June. (KTRK-TV) When Harris County Sheriff's deputies pulled over what was believed to be a stolen Lamborghini, they found much more than the car. Inside the ride was a wide assortment of guns and narcotics, including meth, cocaine and marijuana, as well as over $230,000 cash. Dyrin Riculfy was with Briscoe outside the restaurant when he was shot in the head. After being in a coma in an intensive care unit, Riculfy died of his injuries.
