Spotted possible Bengal Cat

I saw this cat on the ramp going up to the pavilion building next to the parking lot of the main entrance to Marquam Hill Park. I have scene this cat many times when I lived in the neighborhood near SW 11th at and Gibbs. A man with bald hair and athletic body and small frame is possibly the owner. He always carried his cat that looks like the one in the picture. He has been spotted I think by the other transient person that sleeps in the area. The cat didn't seem feral acting, was shy, but still acting calm and not aggressive despite being down there in the woods for several months. Someone on Marquam Hill please let him know. Thank you!
