Need help re-housing miniDV tapes

If anyone could help, and has experience with this - I know it's a rare specialty, but I have these miniDV tapes that I'm trying to rescue, but some of the reels aren't moving well. The data is still on the tapes, the reels/tape just needs to be re-housed into new cassettes. Thanks!
