The City of Abilene is the first city in Texas and ninth in America to house all homeless veterans.Mayor Anthony Williams launched the Mayor's Challenge to end veterans' homelessness within 100 days. The idea was to find housing for homeless veterans, which would help them start to turn their lives around. Williams became the first African American mayor in Abilene's 138-year history, he is now serving his second term. The Empowerment Community Development Corporation is a 501(c)(3) not for profit organization with focus on Education, Tourism, Veteran Services, Scholarships, Youth Mentorship, Historical Preservations, Community Development Eco,nomic Empowerment Small & Miniority - Owned Businesses. Our Mission is to engage in community development activities that provide resources to educate, equip & empower individuals, families and communities. Our Purpose is to impact low to moderate income areas of east Texas. Our Vision is educating, equipping & empowering communities.
