Build a small outdoor sound-proof box for my water pump

I have a water pump outside that makes some noise which is relatively quiet, but you can still hear it in the room that's immediately next to it. The box must have a door on the top so I can access the buttons as necessary, and of course fit around the piping. The box itself will need to be about 24x18x20 or so. I want this done correctly, so it needs to be weather-proofed as much as possible, and I'll pay for quality parts.
