$20 for someone to use bolt cutter or similar to remove old TV anten

I’ll pay you $20 to use a bolt cutter or some other tool, if you have one that would work better, that you bring to my apartment, to cut an old contraption that used to hold TV antennae from the bars on my fire escape. The fire escape is safe and easily accessible through an open window. I’ve attempted to photograph the loop of iron that needs to be cut, but please feel free to ask questions if you need more information in order to be able to gauge whether you’ll be able to remove it.
