Large orange cat sighted - huge mats

Hello, I saw a large orange cat with awful matting on 38th street and 2nd Avenue South in South Minneapolis. They had on a collar with a bell but no tag. Friendly. Fed it some food and it ate. I'm not in a position to take them in overnight. Even if it's not your cat, if you have a clippers or know how to take it somewhere to get treatment that would be great! They need to be shaved and probably have antibiotics because I imagine their skin isn't healthy underneath the matting.
