This is guaranteed to work to assure 95% of blacks vote. Decree that for a black to receive it's benefits for the month, they will have to vote in person, showing their ID cards. Special consideration would be given to the 5% who due to old age, sickness or incapacitated would be exempt from having to vote in person. Problem solved.
