4 Month German shepherd puppy

I got this dog from a lady on Craigslist and unfortunately I don’t think I got what I was told. This dog is great and it does have some AKC papers from a breeder, the parents show up when you search their numbers but I cant find any pictures of the parents or info on the breeder. When I went to see the puppy I was told it was 12 weeks old but actually it was 14, so my issue is this is just a smaller dog. I wanted a bigger dog they showed me some pictures of “the parents” but at 4 months this puppy is only 19 pounds which to me just seems way too small. He listens extremely well, does well in his crate over night. Comes when called is not reactive to dogs or people. He has his first round of shots. Due back in a month to finish off and has rabies for the year. He would come with everything I got for him which includes toys leashes his crate, food, treats, grooming, playpen, etc. I’m not asking a rehoming fee but just want him to find a good home for a chilled out smaller shepherd type dog. Would rather you spend a “rehoming fee” on toys and stuff for him. I’m not in a hurry to rehome nothing wrong with the dog just don’t think he’s what I’m looking for in a German shepherd.
