NEED A MOSTLY DARK PHOTO LIGHTENED

Hello, I am looking for someone that has advanced photo editing skills. While away on vacation, I of course took a bunch of photos. All but 1 turned out really great. I'm just curious to see what the picture I took was of. Perhaps I captured a moment that I would like to revisit in my mind. But unfortunately almost the whole photo is really dark. Idk how or why that happened. There's a picture taken 7 minutes after the dark photo and it came out just fine. I know its not a malfunction or whatever where it came out to just be a blank black photo. There is part of the photo that is visible although I cannot make out what it is. If anyone could help me with this, it would be much appreciated. I have tried many times for many hours, using a wide variety of photo editing apps on my phone to no avail. So I am looking for someone who has had more experience with editing photos using editors that are not from the app store. Please text or message me and I will send you the photo!
