Need help with linoleum floor!

My mom needs help installing this linoleum floor. It’s being laid over existing linoleum so it’s not sticking like she hoped. She also cannot make the cuts around corners or near the edge. Looking for someone experienced with laying linoleum specifically! I personally think it needs to be glued down with something extra (besides the adhesive on the tiles). The pattern and tiles has shifted a bit since she put them down, but slide into place. Sliding isn’t good! Please reach out if you think this is something you could help with.
