Spouse says I have too many birdies, gotta let some of them go. I will set you up with a parakeet (budgie), cage and a starter amount of food for $25. I have several to rehome in different colors. You supply toys, out of cage time, treats and love. Two birds plus a cage for $40. If you're not home all the time to keep your bird company, they will get lonely and having a friend is important. None are hand tame, all are young and guaranteed healthy.
