Looking for a small lap dog

I’m posting this for my sister who lives in a quiet seniors apartment complex and is looking for a small ‘lap dog’. She has lots of time and love to devote to a sweet dog’ (preferred age is 2 to 4 years old). Breed is not important but temperament is (friendly, low barking, low to moderate energy level)! Low shedding is a plus. The ideal dog would enjoy a few shorter walks/strolls a day. Female preferred but would consider a male. Can provide personal and vet references if desired.
