Female German Shephard

I have a 2 or 3 yr old female German Shephard. She is aggressive towards everyone except our family. We love her so much but live in an apartment. We just moved from Texas 2 months ago. I just dont know what to do or who to call. She just bit our other dog last night....somebody please help! I think shes aggressive because shes scared and was likely abused by her previous owners. I have had her now about 8 months. If anyone has a big yard and is willing to take on this challenge....please help!
