I told this person exactly how to find a rescue (instead of a shelter), how to stop the dog from barking, and how to keep the dog if it's a landlord issue forcing the re-homing.
That was more than 5 hours ago, and long before the new ad appeared, so it's probably a scam since there's no need for any complaining or pleading.
