Free fish for your aquarium

Tenants moved out of apartment and abandoned 2 really nice fish.I think it is an Oscar and a Petaclyps or whatever it is called. It has been several months without food or care in a large aquarium. The water level is only about 5 inches now. It was about 18 inches when they abandoned the apartment. Please help rescue these nice free fish. I do not know how to care for them.
