Is my daughters home buyer legit? What Do you think?

An older couple is buying her home and acreage, rather expensive. She has actually already moved and the buyers paid $4000 earnest money down and signed intent forms. They have not moved in yet. Now they are dragging their feet and saying they need more time etc. My daughter is going to be up a creek if they are braggarts, not substantial. Here is the weird part. The guy claims he is getting a 1/2 million dollar+ claim settlement from the Veteran Admin—and apparently he produced some paper work. From the VIETNAM war…really that was almost 50 years ago. So doesn’t that seem odd? They are still settling claims from a war where I’d guess most veterans are either dead or in rest homes?
