Help with mobility scooter, 24 Volt controller

I"m looking for someone with knowledge of Controllers on 24 V mobility scooters. I have a very old 4 wheel scooter. It suddenly stopped working. I turn it on I get the voltage reading and an indicator light. The horn works. It just won't go. I checked the speed adjustment and that works. So I'm thinking the problem is in the controller. This thing has many wires on it. Again this has to be over 20 years old. The controller is mounted on the rear and easily accessable. I was going to pull it out and open it but on second thought I don't know what to look for. I'd like some help. I would take it to a shop but the one close by is either to busy or not in business anymore. I need help repairing the scooter. I looked for a fuse, No fuse or I can't find it. It may be inside the controller but I'd rather have help before I open it. Thanks
