Dream-Pop/Synth-Pop Looking for Singer/Lyricist

Looking for a singer to accompany ethereal, echo/reverb-riddled, atmospheric dream-pop, trip-hop, synth-pop and electronic music. If you can play an instrument that's terrific. Along the lines of Air's "Moon Safari", the Flaming Lips "Soft Bulletin", Mazzy Star, Bowery Electric (the Beat album), Black Tambourine and Portishead. Looking for a vocalist in the Isobell Campbell-esque wheelhouse (Belle & Sebastian). Owning a DAW - Garage Band will do - is a must. Due to the times, it would make life a lot easier to file share. I do have access to rehearsal space, but working remotely first would be grand.
