Need some repairs done wiring/painting

I'm in need of someone who can do some wiring work and painting. I had a roommate that was supposed to be a live in aide because I got hit by a car and now I can't bend or lift heavy things because of my back, well she ended up being a methhead and did damage to my apartment and I'm responsible for it. I first need an estimate of what you will take for repairing plus cost of expenses required. To be more specific there are 2 plug outlet's that the plate is unscrewed on both and she spray painted the wires sticking out I'm not sure if they work or not as I can't bend and put them back together. A 3rd plug has wires connected to it that go up the wall and on ceiling that connect to the ceiling fan, those wires as you can see in photos are out of the casing for it and the ceiling fan doesn't work now. And of course on the one side of that casing the wall needs painted with the old paint peeling off. Plus maybe 3 or 4 random spots she spray painted. I'm not asking anyone to do this until I have the money. My father will send me money next week and I need to give him an estimate so when he gets paid he can send it to me. So possibly next weekend/end of month is the time frame when you can start and I'll have money on hand. I promise to be 100% honest with you and ask for same for you.
