rehoming a female dog

I have a friend who's neighbor is trying to rehome a 4 year old female dog. Who has siezers. Can't be around other dogs or kids! These people don't have the money to help the dog out at the moment. They find it unfair for the dog. This dog needs a foster home or an actual home or it going to a shelter if it doesn't find a foster or a home. Located in apollo pa. Small rehoming fee.
